CEO / Managing Director

The Managing Director of SGQ, Mark is a Registered Professional Engineer of Queensland in civil engineering who has overseen and delivered an extensive array of infrastructure and building projects from his Sunshine Coast base since 2001. Such works have included road & bridgeworks of up to $400m in value, large wastewater treatment plants, airport runways and specialised effluent schemes, as well as commercial building and property development projects.

As well as fulfilling his key company leadership role, Mark continues to take active roles within projects, especially at Project Director or JV Director level for major contracts.

Furthermore, Mark has been an elected Board Member of the Civil Contractors Federation (CCF) in Queensland since 2011. The CCF is the peak industry body recognised by the Queensland Government and various agencies such as Work Cover, Construction Skills Qld and the Department of Transport and Main Roads, as well as local government authorities. Currently, Mark has been elected as President / Chairman of the Board for CCF Qld since 2022.

These achievements are only part of the full story of his impressive construction career, which has been built since his youth, and has established his reputation for the reliable, contractor-owner involved, and commercial delivery of works.

Civil construction is part of Mark’s DNA, thanks to the influence of his father, industry stalwart Bob Goodwin. Bob started his civil engineering and management career overseeing major infrastructure projects for various Queensland councils. He then strengthened his reputation in the industry when he established and developed the very successful Bellero Constructions, spending 25 years as its Managing Director.

Mark therefore grew up in the construction industry since 1986 and shared his father’s passion for it. He began working in the family business from a young age and in those formative years, Mark moved through the Bellero company ranks from the trenches, as a construction labourer, then plant operator, civil foreman and structural & civil CAD drafter, while juggling secondary school and university studies. This early hands-on experience in the industry was invaluable and has helped shape Mark’s subsequent management career.

After completing his Bachelor of Engineering, Mark joined Seymour Whyte Constructions in Brisbane, working outside the family business for the first time. He progressed quickly from Site Engineer to Project Manager, supervising a variety of construction projects throughout much of Queensland, and was then promoted to Area Manager, North Queensland.

Mark returned to Bellero Constructions in 2001 and, from his Sunshine Coast base, was instrumental in the company becoming involved in high-end engineering construction contracts with the Department of Transport and Main Roads and Queensland Rail. High pre-qualifications followed.

He became an owner and company director of Bellero Constructions before it was sold to interstate buyers in 2009. Mark then developed the idea for establishing the SGQ entity in 2010.

Mark has been a Director of Sunstate Group and now called SGQ Pty Ltd since 2010, managing the company’s larger civil infrastructure operations, especially all DTMR works. SGQ has grown quickly and has established itself as a very reputable and reliable contractor to TMR and other government and private entities.

Paul Biggs

General Manager of Operations

Paul has 40 plus years of delivering positive results in the infrastructure industry, having held various positions for Principal/Clients and Contractor/Consultant organisations throughout Queensland and Wales (United Kingdom).  Through this experience, Paul has amassed a unique understanding of the technical engineering solutions available and construction delivery logistics required for key infrastructure works.

Paul’s hands-on management approach, developed from early Site Engineer roles through to Operations Manager has seen him accumulate skills in all aspects of the design & construction of a wide variety of infrastructure including major roads & bridges, subdivisions and water supply & sewerage.  Since joining SGQ in 2011 and up to recent times Paul has guided, overseen and ensured SGQ’s Sunshine Coast team success through results-driven leadership.

Paul adds that required edge with his wealth of knowledge in program and project management, operations/business management, working with and amongst diverse teams, leading teams through difficult times, and guiding team leaders.  With Paul’s full appreciation of integrating design intent with construction reality and a fundamental drive of sustained performance, SGQ’s clients benefit in achieving better value for money.

Bob Goodwin

Senior Consultant

With more than four decades of experience Bob is well regarded in the Queensland construction industry and has excellent, long-term working relationships with senior engineers and administrators within government and commercial ranks. During his 25 years as managing director of Bellero Constructions, Bob Goodwin grew the company from a small, civil construction operation with a monthly turnover of about $30,000 and specialising in small subdivisions in Hervey Bay, to a well-known and highly respected statewide civil construction firm and commercial builder with an annual turnover of more than $100 million.

 Under his leadership, the company achieved R4 & B3 (Road & Bridge) Prequalification ratings with Main Roads, Qld and an allowable BSA annual turnover of approx. $250 million. Prior to Bellero Constructions, Bob was employed by Cairns City, Gold Coast and Hervey Bay City councils in various engineering management roles and was involved in major projects including significant dams and other water & sewerage infrastructure.

Tim Wheatley

Operations Manager – Sunshine Coast

With over 15 years’ experience in the construction industry, Tim has been involved with major infrastructure projects along Australia’s east coast from Sydney in New South Wales, up to Gladstone in Queensland. Tim was formally recognised for his qualification and competency as a Civil Engineer by achieving registration as an RPEQ in 2017. For the past 10 years, Tim has been based on the Sunshine Coast predominately delivering road infrastructure projects ranging up to $932M.

Tim joined SGQ in 2019 as a Senior Project Engineer before progressing into the role of Project Manager in 2021. Tim brings strong technical knowledge and understanding of road and bridge construction with him to his current role at SGQ as Operations Manager – Sunshine Coast. His expertise is transferred through to all construction lifecycle phases including estimating, planning/design, pre-construction, project delivery, and post-construction.

In times of unknowns and uncertainties that arise during any project, Tim uses his extensive experience and leadership skills to motivate and lead the collective team.  These skills build and enhance the valuable and collaborative relationships with clients, particularly about alternative solutions, that ultimately has led to the successful delivery of multiple projects around the South-East Queensland region.

Operations Manager – Coral Coast Queensland

Paul brings over 21 years of construction industry experience to SGQ’s senior Management team, worked across a range of infrastructure projects for both State / Local Government and Private development clients. His detailed knowledge stems from first-hand experience in various construction roles, progressing through plant operation, supervision, quality control, and project management. Paul has successfully contributed to projects across construction of bridges, roads and development infrastructure scopes. Paul also provides robust expertise to Road upgrade projects through maintaining registration as an approved Traffic Management Designer.

Paul joined SGQ in 2012 in a Contract Quality / Project Engineering role, promoting to Project Manager in 2018. Since 2019 Paul has consistently delivered in the role of Operations Manager,overseeing concurrent projects across Coral and Fraser Coasts (inclusive of State/Council Road Infrastructure upgrades and Greenfield Residential Developments). Paul is responsible for the delivery of selected projects, ensuring that they are delivered on time, within budget and consistently meeting the highest quality / compliance standards.

Ashley Shefe

Operations Manager – Wide Bay / Central Queensland

Ashley has extensive experience in managing a variety of road and other infrastructure projects for both government bodies and private clients. As well as the very many construct-only works he has delivered, he has managed multiple works on a design & construct basis or on a construct-only basis, but with an integrated design-enhancement scope. He also has valuable experience from working extensively in geotechnical engineering businesses in his earlier career. Ashley has been with SGQ (and predecessor company Bellero Constructions, before that) since 2006, including in Project Manager and then Operations Manager roles since 2012.

In his role Ashley provides centralised technical and business expertise, as well as advice and mentoring guidance on various civil infrastructure projects, whilst also strengthening relationships with customers and suppliers. He typically oversees multiple projects concurrently, leading project teams, managing preparation of tenders and developing & controlling project schedules, to ensure delivery to the highest standards within the agreed timeframes.

Bruno Teixeira

Operations Manager – South-East Queensland

Bruno is a recognised leader with over 29 years’ experience in numerous forms of civil construction both in Australia and overseas. Bruno began his career as a civil engineer in Portugal and has since been involved in delivering major and complex infrastructure projects encompassing construction of highways, major bridges, rail and mining infrastructure, land reclamation and development, pipeline reticulation, project controls, and wastewater treatment facilities through a diverse range of delivery models including design and construct, construct only, performance incentivised cost reimbursable, alliance and joint venture in Australia (mostly in QLD and NSW).

Bruno is a senior business leader with strong corporate, financial, governance and operational experience gained during his recent tenure as General Manager for a fully owned subsidiary of an ASX listed company.

Bruno’s visible leadership style and excellent communication skills enables him to engage effectively with his team to achieve best outcomes for everyone involved. He drives a culture of exceptional quality and safety compliance accountability amongst his team. He has a proven ability to endure long-term relationships with clients, business partners, and mentor teams involved in the delivery of projects.

Bruno brings strong leadership with a collaborative approach to business, and extensive experience in delivering the best solutions for clients. His strong knowledge and understanding of engineering concepts give him the ability to blend skills gained through project management and business practices to achieve sustainable, and value for money results for clients.

Rod Hartland

Operations Manager – Infrastructure Projects

Rod has extensive construction experience across a variety of often logistically difficult civil and other infrastructure works, together with some 9 years design engineer experience in Australia and the UK. He has worked on behalf of and as a contractor-partner with, various local & state-wide regulatory authorities and private clients, from the concept & development phases of works through to the full construction & commissioning stages.

Roderick joined SGQ in 2013 and moved into his current role in 2015, with his first assignment at that level being the complex Maryborough CBD Flood Resilience project. He has subsequently followed through with the overall management of multiple Fraser Coast Regional Council and private sector projects, taking lead responsibility for the safe, timely and cost-effective delivery of multiple simultaneous works, all in accordance with or exceeding client and regulatory requirements.
